Azure DevOps is free for up to five users with Basic access, unlimited private Git repos and a monthly allowance of Microsoft-hosted pipeline minutes. New organizations may need to request the free hosted build grant before pipelines run. Test Plans and extra parallel jobs are paid.

Azure DevOps is a full suite with Boards, Repos, Pipelines, Test Plans and Artifacts, popular in Microsoft-centric enterprises. GitHub Actions is CI/CD built into GitHub repositories. Both use YAML pipelines, and Azure Pipelines can also build code stored on GitHub.

For Azure Repos Git, the YAML pr keyword is ignored. Pull request validation is configured with a Build validation branch policy on the target branch. The pr keyword only applies to repositories on GitHub or Bitbucket Cloud.

A service connection is a stored, permission-scoped credential that lets pipelines reach external systems such as Azure subscriptions, container registries or Kubernetes clusters. It keeps secrets out of YAML and gives one place to audit and revoke access.
