Use ARIMA for short forecasts of a slow metric with no strong daily or weekly cycle. Use Prophet when the metric has daily or weekly cycles or you need a forecast days ahead. When unsure, hold out the last part of your data and compare the error of both.

Enough to see each cycle you want it to learn: at least two full weeks for a weekly pattern, and a few days for a daily pattern. With less history, switch that seasonality off, because Prophet will otherwise fit noise as a pattern.

A 95 percent band is crossed by chance about 5 times in 100 readings. Alert only when several consecutive points are outside the band, and retrain the model regularly so the band follows your traffic.

No. A forecast tells you when a limit is likely to be reached so you can plan. A plain threshold alert is still your safety net for the case where the forecast is wrong.
